Sounds like a bad gauge. I'd take it out, inspect the logic board, etc. Try applying 12V to the positive wire on a bench, see if you can make it dim.

Sorry to hear about this. As for a more safe vehicle, I think anything is the answer. There are crash ratings you could follow but any more modern Honda or Toyota will meet all your safety concerns....
