What oil pump and distributor are you using?

If I were you I would entirely convert this engine to OBD-I. That means using an OBD-I H22A/H23A1 distributor to match your car(whether it be internal or external coil), intake plenum and ECU. For an ECU I'd recommend a chipped P28/P72 and have it tuned. The oil pump will have a crank angle sensor on it. You won't need that connected because the OBD-I distributor handles those duties. If I've misunderstood where your problems are coming from then please be more specific. You're not really providing a lot of information on what you've done, what parts you're using and what troubleshooting you've done. You're essentially asking for the magical answer to fix your car.

The way they did my H23A VTEC swap was use my H22A OBD1 wiring harness with distributor and intake manifold. Since it's an OBD2 motor you gotta convert it to OBD1 and use OBD1 parts

x2 If I were you, I would do the OBD1 conversion and then see where that takes you.
