There's no designed circuit for gas to flow from cylinder #1 to #3, so that's definitely weird. If you didn't have a torque wrench to accurately tighten those bolts, I'd say get one and do it. In theory it seems unlikely that this would be the cause but at least you can rule it out.

Did you mention if you did a proper valve lash adjustment? How did you reinstall the rocker assembly? Did you back off the adjusters a little before reinstalling? If you didn't take care to make sure all the rockers were precisely in place before torquing the assembly in place you can get something out of whack.
