Exclamation cluster blinks slow

ok so I had a previous problem cluster turned on randomly nd when I steped on the brake. I found out under the dash a cupple wires burnt. I wrote down what wires go where. I cut them nd rewired them. now every now and then when my lights(cluster) is on it randomly blinks. any1 have a idea why this is happening 2 me. I checked the fuses some dumbass put a 30A fuse for the blinkers when it's suppose to be 10. I put the 10 in it's not blinking the the beat of the music just randomly.

The turn signal/hazard relay is by the driver's left foot. There's a little side wall panel on the left side under the dashboard - that's the fuse panel. The turn signal flasher is above the fuse panel farthest to the left above the big square box. The turn signal flasher is about 1-1/8" wide by 7/8"tall and 1-1/2" deep. It's hard to get out with all the other parts around it and you have to spread out the little side clips on each side of the flasher relay to release it. Make sure you have a light - it's hard to see under there even in the day time.
