Painting my Vigor flushmount is causing issues

OK heres the skinny, I bought a Vigor Flushmount spoiler, I sanded it down, I used a sandable Primer, I painted it with 3 light coats and the paint just doesn't seem to stay in the areas shown in the picture...what did I do wrong?

not enough primer? only used 1 coat
not enough sanding? sanded for a few hours with a palm sander/hand sanding using 400 grit(read somewhere on here that you shouldnt go below 320 but I couldn't find 320)

    any help is greatly appreciated!

Under the factory paint the surface is very porous. To paint it properly you would either need to use a high-build primer or more than one coat.
My Members' Ride Thread - It's a marathon build, not a sprint. But keep me honest on the update frequency!

5 coats of primer and still the same results damn it!! I wish I was just lazy and painted over the blue and called it a day.

now I guess the search for high build primer begins.
