Idle issues

So, every morning when I go to start my car, first off it squeals(need to replace belts), after the squealing it'll idle at about 2000-2200 rpm, sometimes it'll jump. It'll go down to 1500 then back to 2000 rpm, and this keeps repeating its self for a couple of minutes and slowly goes down to a normal idle. What could be the issue there

If it is my FITV should I replace it or clean it out?

try cleaning it out and screw the plunger in first..set the base idle again and see what happens..
