What could I do about these white spots that I am getting?

Here are some photos of the problem. Could anyone tells me what caused it? How to get rid of them? What to do in the future to prevent this?

Clay bar + wax. Looks like it might be tree sap.

I clay it and it's still there. It seems more prominent now. The paint is still smooth to the touch. But these spots are horrible. Maybe the clear coat is failing? Both on the hood and top.

On second inspection, yeah that's clear coat peal. I didn't see the photos clearly enough the first time.

Unfortunately respray is the only option.
