Power Steering Bolt Not Turning Car Over Easily

I am doing valve adjustments on my accord and i am doing it the way Eric the car guy does it in this video.

    http://youtu.be/P7wI4EtZSaA?t=5m27s

But my car doesn't turn over as easy. Sometimes it does and just turns a little and the belt just moves but my cam lobes stay in the same spot.

need to be able to do the valve adjustment today i work tomorrow.

yes all spark plugs are out, i just finished doing the o-rings under the rocker arms i torqued everything to specs in the right sequence.

Edit: I have done valve adjustment before this one. First accord that i am having problems with, my power steering did start making noise on start up and whines when turning a few weeks ago. The belt does rotate but the cam lobes don't.

Edit: i'm turning it over from the bottom 19mm. But i got a question if i got the #1 intake side on the base circle is the exhaust side on the base circle as well? I am asking cause if it is i will be able to do it quicker then if i turned the car over a bunch of times.

        Thanks

Use the crank pully bolt then, all you gotta do is turn the wheel and remove a bolt from the water shield, then get a ratchet with an extension.

Do one valve at a time like ETCG does in his video.

As for the power steering. With my spark plugs in my PS belt slips a bit while turning the engine over but I can do it if I hold the belt. Obviously with the plugs out I can do it no problem.

Try the crank bolt as suggested, sounds like you have a sticky starter or a loose starter belt.

1 - make sure your engine is STONE COLD STEVE AUSTIN !!
2 - remove the spark plugs, all 4 of them
3 - use ratchet to turn the power steering pulley and you will be able to easily turn it.

DO NOT TURN WHEN THE PLUGS ARE STILL IN !! the P/S belt will slip on the pulley and you will damage it.

If you remove them and still the belt slips it means your P/S belt needs more tightening.
