Yes. the lower ring is what you loosen only. Just follow what is said in that thread

or, if your doing it RIGHT and run out of adjustment in the bucket (lower section that connects the shock insert to the knuckle) you can let the preload out and lower the car more.

at the expense of shock travel of course.

overall, the bottom ring goes up until the bucket is maxed out. you should be close to low enough at that.
