Ek speedometer issue

I am having problems with the accuracy of the speedo on my 2000 civic ex. I have SI rims on it and the tires that where on it where 185 60 15. I looked up and found that that they take 195 55 15s and I'm pretty sure that's right so I bought a set of 4 new tires. My speedometer is off by around 5 mph. I have searched civic forums and couldn't find much. Some people who where having the same issue posted and people thought it was a bad cluster and somone said take the needle and using gps to figur out your speed stick it back on in the right position. Replacing the speedo sounds like the most logical option but I have never heard of any speedo problems with cb7s if you have the right size tire and because everyone is saying to replace the cluster on civic forums I wonder why cb7s won't have cluster issues but Ek will.

Wrong section sir.

But, have you had any issues with your Vehicle Speed Sensor? I just replaced
the VSS on my D16Y8 because it was not working at all.

I have heard though that sometimes different sized tires from the OEM will
give a different MPH reading.

5 MPH off isn't too far off anyway.

My understanding is speed sensors work of or they don't.
I went out of my way to buy 4 brand new tires to fix the issue becuase the car had 185 60 15. So I put the stock 195 55 15 tires and that didn't fix it. I think it's my cluster but I wanted a second opinion before I bought a cluster and swapped the speedo out of it into mine.
I have bigger issues with that car now. I need to rebuild the engine...
When there are photo radar cameras where you live and you like to go 5 over its nice to have a accurate speedometer. And the faster i go the more it's off so it can be an issue.
I am having the same issue with my new SE but it's not as bad. All of my other cb7s speedometer have been right on or with in 2mph no matter how fast I go
