Exclamation '92 accord not turning on

Im thinking about buying a 4th generation accord, the only problem is that its not working properly; it does not turn on and the owner thinks it may have to do with fuel getting to the engine aka: fuel pump, and fuel rails. What do you guys think the problem may be and do you think its work buying the vehicle? its going for 2500.

Skip it. It's not in bad shape bodywise, but he's got a lot of crap on it that says he's been beating it up on the streets. I see a lot of mugen stickers, but not a lot of mugen. It's not vtec and he has vtec on it. I don't think you can run the f22 cam in the h23 head like he claims either. I think you'd end up shoveling money into this car.
