If this is in reference to a comparison between the 91-93 and 94-95 Legend lip height... it wouldn't make a difference. They are close to, if not the same.

So, regardless. you're gonna get scuffs.

If I were to ever get a Legend Lip on my '90, I would try painting the thin body colored bar at the bottom of the bumper black, in an attempt to visually open the bottom of the grill up all the way to the lip.

This is what I'm talking about.
I'd probably do this with a 91-93 lip, but close enough.

I'm wondering if the lip could be pulled in just a tad on each side, so the fog light holes will fit flush underneath the CB fog holes? This way, the ends MIGHT fit flush with the bumper.

Also, maybe a mod can change the title of the thread, because it's quite misleading. This is a 94-95 Legend Coupe lip.

maybe possible, but have some "bowing" going on in the middle and look pretty awkward i bet.
