Question what is this nasty looking plug?

as it says what is it? I changed my oil recently and while the car was lifted I noticed this dirty looking plug near the oil filter.

It's not genuine
Though I suspect it could be an aftermarket block heater.

ok so it wont matter if I unplug it? or do I need some kind of rubber plug to fill the void afterwards?

Intresting. I found it on Honda Automotive Parts. So it can be added relatively easily i assume. But how exactly does it work? And when does it work? I would also assume only when the car is off but this is new to me.

This was from Majestic Honda, and it doesn't show it as discontinued, but some of the other parts on the list are discontinued.
