Yep, zero compression. Your timing is most likely off. Can you get a pic or vid of your cam gear and crank(or flywheel, which ever one has the crank TDC mark)?
As far as that increase in tone, that usually happens when the voltage drops on a timer IC. If your fuel pump priming is making the batt voltage drop that much, then you need to check your battery as well as your grounds.
Edit: A few other things I noticed, all of your door indicators came on and it looks like your cluster dimmed a little. Your radio restarted when going from ACC to ON. What happens if you turn your lights, rear defrost, fan on high? Or just throw a multimeter on your battery.Last edited by sonikaccord; 09-19-2017, 05:48 PM.

^ Sh*t, I forgot this was the thread where he had zero compression (I'm not with it at all today).
Near the beginning of the thread I mentioned checking voltage, did you ever do that?
Seems like there may be a few issues you're dealing with (electrically) regardless of the zero compression issue.

Are you 100% sure you had #1 TDC before bolting the head on? Just had a fellow member who rebuilt the motor and it didn't start. He looked at all his timing marks again and found that he had #2 &3 at TDC.~Nick~

Meter setting should be volts DC. I was thinking how did you get 27 volts from a 12v battery?? Then I saw the meter.
Second thing...I think someone else mentioned it. Your crank could be 360 degrees out since it spins 2 times for every one time of the camshaft and you could be lined up on that second half. This is easy to figure out:
Set your engine to the current TDC
Remove spark plug number 1
Place a screwdriver or stick down the spark plug tube
Rotate engine
