so i did the leak down test on cyl 4 as well and it coming out the intake a well still leading me to some with the head gasket becuse cyl 3 has the intake valve open

There's no designed circuit for gas to flow from cylinder #1 to #3, so that's definitely weird. If you didn't have a torque wrench to accurately tighten those bolts, I'd say get one and do it. In theory it seems unlikely that this would be the cause but at least you can rule it out.
Did you mention if you did a proper valve lash adjustment? How did you reinstall the rocker assembly? Did you back off the adjusters a little before reinstalling? If you didn't take care to make sure all the rockers were precisely in place before torquing the assembly in place you can get something out of whack.

That's weird that this is happening right after a head rebuild. Did you do a valve check? Really they wouldn't have to be spot on, you'd just have to make sure they're close.
Did you ever take the rocker assembly off? Sounds like maybe it's bound up and not allowing one or more of the valves to close. But it appears your crank turns easy all the way around.
What all was done to the head? Were seats cut? Valves replaced? If the head was refinished and assembled correctly and you put it on the block w/o the rocker assembly, the combustion chamber is essentially in its own atmosphere separate from our own. No air would be able to go in or out without a rocker actuating a valve. I think either a rocker or rockers are being held open, or the head was not assembled correctly.

Well it failed your leakdown right? If that's the case, I think the head needs to come off and its valves' sealing checked. It might be a good chance to double check your assembly procedures.My '91 LX build. Bought September 2017. Sold June 2020.

That big groove in the cam and head is worrisome. I'm not super familiar with these particular engines but that doesn't look like a stock oil galley of any sort.
It's so deep...I have no idea what may have caused that if it is in fact damaged, but I think both are trash. Cams by nature are very brittle and a big groove like that is inviting breakage. Even if you figure out what the actual sealing problem is, those problems would still be there.
If it were me I'd source out a new cam/head and go from there. I know you probably spent a good amount of coin on the head rebuild, but I don't think it's worth saving. I'd suggest getting others' opinion before you do anything. If worse comes to worse, you might be able to save the rocker assembly, bolts, valves, keepers, and springs.
