JTL_91CB7 is cool... so far.
Highest offset for a stock cb7??

I'm still trying to get familiar with offeet measurements. I want to have a positive offset on my stock ride but I don't know what can fit. I love the wide track width look but I can really only afford some wheel right now. What would be the highest offset wheel I can put on my car, without camber, rolled fenders or anything, without my fenders ripping my tires to shreds?!

+38 offset I would say. Assuming you may have 4 people in the car, hitting dips, etc.

It depends on wheel width. I'm not sure on if/how these cars were modified to make them fit, but here are some examples:

17x7 +35:

17x7.5 +40:

17x8 +35 front, 17x9 +35 rear... no idea why this guy put the wider wheels in the back on a FWD, but here you go. Front camber looks like it might actually be stock, where rear was definitely tilted in a little bit with fender roll.

Highest? Or lowest?

If you go too high, you end up needing spacers. I believe the 96 spec ITR wheels were something like +50.

I think you mean lowest offset.

Also, tire size plays a huge role into how everything fits. Personally, I had a 215/45 on a 17 x 7, +40mm and could rub with people in the car on a mild drop.

Suspension settings, tire choice both in size and brand, wheel width, and wheel offset all play a factor in what will fit or what won't.

Unfortunately, there is no blanket statement answer in this question.
