That's not exactly a fail. I do that sometimes to block frost/ice buildup in the mornings when my car isn't being a garage queen. Lately having below 34* weather there is always ice on my front window.

quite sure that was done as such to follow a Fire Code..
specially on a high rise building wherein smoke rises and fill the upper part of the air. you have to crawl out to avoid inhaling smoke..
