    Doesn't popping popcorn require heat?

The radio waves from the cellphones are essentially the same as in a microwave, just less powerful. With the 4 cell phones combined, the radiowaves vibrate the water molecules inside the popcorn kernel, causing it to turn into steam and expand, popping the kernel.

You're gonna need a lot of phones. American cell phone networks use a lower frequency (generally) than overseas networks. With the lower frequency, you won't be able to vibrate the molecules as rapidly. Let us know if it works, however.

Ain't no way in hell this works.
There has to be some sort of heating device under the table.

I'm just giving a scientific explanation of how it COULD work if the radio waves were strong enough and of a high enough frequency. I'm no sucker. In fact, I pretty much explained how microwaves work (ultra-high frequency radio waves vibrating water molecules).
