How to clean license plate?

Right, there is a special reflective paint and a 3D hologram in the finish on my new TX plates. If it isn't seen the plate is considered counterfeit and you go to jail for fraud.

Well that is also because they aren't stamped plates anymore either.

As stated the plate can't be fixed, so a new one is in order. On the new one, when you wash and wax the car, remove the plate and wash and wax the plate just as you do the car. Also a chance to clean and protect behind the plate. I wax my plate twice a year, only a year old but still mint.
