          Oh...
I don't know the answer to that. You might ask some sort of city officials who are familiar with traffic laws in your area.

if youre from a country that says its legal to kill someone if they steal from you, doesnt mean you can do that here in the US.

ever notice that when u cross state borders, they have a bunch of the main driving laws posted on signs? wherever you are, you gotta follow the rules of that area. thats why laws are laws.

im not funny, and yes, if you want to ride through PA legally, you have to take off your muffler. you also have to pull off all of your tint if you have it, and raise your car back to stock height. if you want to drive thru their state, follow their rules. killing someone isnt off topic, a law is a law, just some are overlooked and others arent... like, most PA people here get away with technically "illegal" mods, since even cops realize a car 1" lower isnt going to harm anybody, even though its illegal... yes a loud muffler is a different law, but its a law.

if you get a ticket in PA for something you wouldnt have gotten one at home for, you cant argue. you CAN not pay it, but giving you the ticket isnt wrong.

to be real loud muffler isnt a law it states that ur muffler has to be in good workin order, so if the mau. states that the muffler has excessive noise u really cant get a ticket,

but whats the deal wit lowered cars, how low is low where i live neva heard of that, but CA yes i have

most states have a law stating an actual decibel level when a muffler is too loud or not. otherwise "your muffler is too loud" would be entirely subjective and impossible to give a ticket for.

here, let me paste this. in short, it states a muffler needs to be in good working order, and if its louder than the legal limit (84dBA at 35 mph or less; 88dBA above 35mph), its illegal. notice that my point isnt to argue about law specifics, its to prove my point that ignorance is no excuse for breaking the law, and that whatever state youre in you need to follow its laws... some may not get you for it, but the laws are there and technically youre supposed to follow them. and if you get in trouble for it, you cant argue it. so before you say that im wrong, research the vehicle laws that you are saying things about.
