Since we're dumping trillions of dollars into that swamp.. why don't we do something worthwhile.. something that would have huge return on our investments??
Here's my proposal..
An underwater mobile city. Think of the tourism!! Kinda like a riverboat or something.. New New Orleans would drive up on the shore, load up and dive back down. During your stay, the city would lumber around under the ocean on a set of tracks like a tank while you enjoy the city, lights, aquatic life and of course.. boobies! The city can now move out of any iminent danger such as a tectonic plate shift or underwater volcano. The old New Orleans was almost there anyways since it was below sea level, they just needed the bubble and tank tracks!
