Hand-delivered is always best. Not only does it remind them who you are, and that you're serious... but it also shows that you're professional, and not one to cut corners. Email is quick, efficient, and impersonal... not something you want when you really need to make an impression.

Write a proposal which highlights the benefits for the sponsor. Basically you have to convince them, that they will get more out of this deal that you will. Highlight their profits.
