there are a couple ways i've heard of it being done. first, there is a paint brand called hot-rod flatz that is just that, a flat paint. antother thing that is done is to do a normal basecoat then spray clear coat with a flattening agent over it.

Most high ends are also painted a Satin finish, instead of a true Flat. This helps with that black "luster".

IMO theres only like 4 or 5 cars in here that are truly murdered out. again in my oppinion murdered out is what robs truck is. everything has the satin finish, there is not real shine to any of the paint. that is what i believe murdered out was originally intended to be.
