Im not sure if you are serious or if you are bullshiting, but to say who the fastest is would mean how fast has any one of us gone and recorded our speed, meaning on stock ECUs without speed governor removed would be like 121-124 i think. but if someone was to remove their speed governor and have enough power to overcome aerodynamic drag, they would have to have alot of power and either a stock f22 trans (for longer gearing) or a custom gear set and final drive for longer gear ratios. I would say a 400HP accord with an f22a stock transmission gearset with no speed governor would probably top out around 150 MPH
but your question is so vague that it makes my entirely leinient<sp? and overly complicated response so superfluous <sp? that you should consider re-iterating your question.
