your best bet is to use google, and use the words "powdercoat" and your location, which is apparently olathe, kansas.
you only want one part done, and it's extremely small, so make sure you look/find/inquire at small shops only. a large place that only does large run orders won't do it, as it's not reasonable for them. a small shop that does parts for motorcycles, and a few things for cars is probably your best bet.
another option is to sand it down, then apply whatever paint and/or clear coat you desire.
