water doesnt do anything for brake dust and i just wasnt sure if any of the chemicals would eat the coating

Well, soaps shouldn't really hurt the plasti-dip I would think.

Any solvent (organic solvent; which is generally what folks refer to when they say "solvent") will react with the plasti-dip (which is also organic; hence the reaction). How quickly and violently it will react is another question. It may not even be noticeable with a one-time use. I mean, compare it to using brake cleaner on hard rubber: how does it affect it?

He said water down the solvent/cleaner.

Watering down the solution/solvent should help a lot.

Yes, I use Simple Green on my SI wheels. Cleans them up pretty good. Just spray on and wipe off. I also do my car inside and out weekly, so my wheels never get any time to build up copius amounts of brake dust or grime.
