Rust preventative paint??

my whole interior is out..and i figure its the best time to sand down some surface rust on the floor and trunk of my car but i want to spray it over with rust preventative. do i have to put primer?? and whats the best paint for this? how many coats should i put?

one way or the other you should always primer

As far as Ive ever heard "POR 15" is the way to go.
