I asked GunRunner about his at the ATL meet this past weekend.
He said that he bought the APC guages that came with the chrome rings and that the chrome rings are completely seperate pieces.
At least, I think that's what he said. PM him just to be sure.

They originally sent me the wrong ring sizes for the outer gauges...they are sending me a second set for free!! great since now I have the coupe to build!
