how to keep bumper light on continuously?

What all is required to turn regular clear bumper lights into foglights? I want mine to look like the one accord in that Accord Meet [where it starts out with a guy revving his turbo F22]

"xenon" superwhite 1156's... which ended up starting to melt the cheap ebay clear housings a little bit... if you use your stock bulbs in your stock housings, i dont think you would have the same problem.
