H22A swap car redlines at 6k why?

So I just swapped in a jdm H22A in my 92lx accord and I took it out for a test drive excpecting it to rev to around 7k but the rev limiter kicked in at 6k. Any reason this should be happening? I am using a stock p13 ecu. I did notice the tach shoot up rather quickly but was unsure if thats normal or there is a problem in my vss.
    I need a 14b or 16g turbo!

It was a bad ground connection on the vtec wiring. Thanks guys.
