Fuel / Throttle Problem!? HELP!

Okay so my buddy and I finally get a stock H23 head on my car and try to start it up yesterday. It starts and stays on but knocks hard and won't respond to the throttle.

I can figure it out, we open the throttle to let air in but there is no engine response from it. The weird thing is that the motor stays on. Anyone have any idea what this is? I'm thinking its some sort of fuel delivery problem. Because there is air and there is spark, and apparently there is a steady stream of fuel to keep the motor on but no additional fuel delivery upon opening the throttle. HELP!!!

we're still trying, friend is working on it as we speak, still can't figure out what is causing this...

where's the knock coming from? spark knock or lower end knock?
