best way to bend upper headlight support

I sat outside last night staring at my car, and i figured a few things out. First, my washer fluid filler neck doesnt fit down into the tank when its bolted on. If i take the bolt out, shove it down, and put the bolt back in holding it down from above it seals just fine. Also, my driver's side headlight is too low. This also causes my bumper to be a tad bit crooked. This leads me to believe that what i need to do to fix this is take the headlight off and bend the front of the support up, which by extension would bend the rear down. What would be the best way to do this? The only way i can think of is to bolt a 2x4 to the support bracket, or a piece of metal and pull up. Id probably need to slightly jack the car up to extend the suspension so it doesnt just move up and down. Any thoughts? This is the best way i can think of to do it, ill go take some pics of it to help show you guys exactly what i'm talking about.

here's the picture of how it's too low
