Odd Compression Test and Engine out of time?

    F22a6

After inspecting my engine and doing a compression test i got some odd numbers... 150 exactly on all 4 cylinders, but my girlfriends cb7 has ~205-210
so i dont think anything is worng with the engine because all the cylinders wouldn't have the same compression.

We noticed when looking at it that the distibutor was all the way back towards the firewall and any other position has no bottom end and has a bad idel. This made us pull the spark plugs and get the engine to TDC, once at TDC we noticed the cam shaft arrow is not perpindicular to the engine head. if i where to turn it one tooth back the cam arrow would point 90 degrees off the cylinder head,... which is actuall pointed at the windshield because of the angle of our engines

so my question, is the arrow supposed to be pointing vertical, or vertical related to the engine (90 degrees from the top of the cylinder head).

Because my car feels like its missing some torque and i know my distributor should be closer to the middle of its range?

Any sugestions, im thinking about moving the cam one tooth back so its perpindicular to the head and seeing if it makes the engine feel right... i know the engine feels wrong, but it dosn't feel broken... it is very healthy.

also more background the engine has been rebuilt, but my guess is that i caught the very end of the compression stoke instead of real TDC, i used a long extension to find TDC this time, thats how i realized the cam arrow was off.... but i am sure the whole bottom end is in time with itself i am fairly positive the cam is my culpret but i would like some feedback.

    - im thinking i can loosen the tensioner slide the belt out... move the gear and slide it back on.... if not i guess im going through the pains of a full t-belt job including the crank pulley

if i do it this way is there anyway to lock everything else in place.
    THanks for reading

moved it a tooth, seems to run smoother, and the ingnition can actually be adjusted correctly... the valves seemed really tight some less than .008 '' so i have no clue why the guy who did the head had them so tight, i took them to factor spec but now it sounds like i have valve tick? i set the exhause to .012 and the intake to .010 as per the haynes manual... will that go away or should i go tighten them up alittle more?

the tick should go away after you run it for awhile, it is going to be a little louder at first.

i finally found the timing mark on my flywheel... i had to run acid all the way around to clean off the corrosion, and vola! what do ya know a red timing mark. and i was begining to think me and Deev had the same flywheel... cause all i could find was a plus mark!
