speedo and tach not working

When i start the car the RPMs on the tach go to about 500, when i rev the motor it usually drops back to 0. Speedo does not move at all when driving.

Is my cluster bad or could it be something else?

Yes, if possible, go to the junkyard and get a new cluster. It could be a bad cluster, bad connections, etc.
