car makes spinning noise

ok i went to fix one of my buddies cbs and when i turn the key it makes a spinning noise, it doesnt turn over makes sort of a small fan noise and we are really trying to get it running but this is our problem, cant throw any codes, dash lights dont work,

btw it makes the exact noise that it would make if there were no spark plugs in the engine, but every thing is intact

That sounds nasty, it sounds like it may be missing the timing belt or the timing belt is broken. I hope not for your buddy's sake.

Spinning noise could also be the starter spinning but not engaging.

Find out where that noise is coming from.
