What is the history of the steering wheel? The horn is activated via 4 contact points within the steering wheel. Make sure these contact point tabs are not touching in default position and all 4 touch when each corner pressed.
Also, verify that none of the related wiring is grounded, or that can cause constant horn noise.
Also, make sure both horn units are working properly.

Yes, check the areas I mentioned before.
When inspecting the horns, I would start at the one that has an electrical connection to it.
It is obvious that when you install the fuse, something in the horn circuit is grounding, when it should not be, causing the horn noise to go off.
Should be an easy diagnosis and fix, very simple system.

Something is causing the working horn to ground...that is what you need to find out.
Maybe because the one horn is not connected, plus taking accident into consideration, someone in past rigged one horn to work and did not wire things properly?
You need to get in there and look at horn wiring, something is up.
