Well the idling problem there's a lot of threads on here about that so hit the search, button and I'll in the spark plugs you might wanna cheange your valve cover gasket and seals.

It sounds like you have more than one problem...i hate when this happens to me.

The oil situation sounds very dangerous, you should get that look into that asap. GL

the bouncing revs is prob. due to either the FIV or IACV. they're located on the intake manifold. Those go bad overtime. You can try to clean them w/ carb cleaner...just spray it out and reinstall them and also turn the white bowl thingy inside the FIV if its loose...tighten it all the way, that sometimes helps that rev bouncing to stop.

But for your oil issue, its definitely most often than not, your lower rocker arm O-rings that are probably petrified rubber and aren't sealing properly. Its kinda a involved process to replace those unfortunately, if you've never heard of them before or don't know where the rocker arms are, have a professional mechanic do it. You don't want to blow your engine by doing it yourself if you screw up.

I'd give it a 6 outta 10 on the difficulty scale.
