First of all, do you mean the flat blade screw on the throttle body or on the IACV? Cause you can adjust your base idle from the throttle body not from the IACV. Atleast for my knowledge. There's a sticky about the base idle adjustment and it should work for you too. Do you have a fluctuating idle, too high or low idle? Didn't get it from your post. Also if you can't get the screw on the throttle body to turn then it might be all the way down. So try to turn it CCW it should open up.

Yeah, nothing to adj on the IAC itself. If you are standing on the pass. side and the t/b is a clock, the idle set screw is @ 10-11 o'clock. To the left of the red hose that comes out of the top. You'll see it, if it hasn't been messed w/, it will be coated in a gray epoxy paint, chip it all off.

Like I said to set the base idle there's a good post on the stickies how to do that. Follow the steps and you'll be good to go. Not trying to be dick but little more searching I would suggest. Just type "accord idle screw" on google and you should get tons of pics of the screw that you're looking for. Hope this helps and you get your idle on right.
