cd5 over heating issue pls help?

so my sis has a 97 se that over heats when ever you sit still when driving around town. then when you start to move i cools back down. i have replace the water pump and tb the thermostat and a few hoses. it looks to have a newer aluminum radiator <oem styled> that may have been done withing the past 6 years and my dad had the car for bout 3 yrs before my sis did and is did the same thing but not as often as it does now.

any ideas?

Fans should kick in when the temp rises, you might want to check on that.
