Head and timing belt job help

Hello i have a little problem with my 91 accord after a clown "mechanic" trying to do the job and leaving it incomplete (maybe was the best he did)

I needed to change the valve head due to a bad valve, so the "mechanic" tore it apart and replaced the head. He just bolt all in together, didnt finish to put it in time to start it and of course never started the car.

Then i found out he didnt use any torque spec to adjust the head, he did his "all you need is three adjustments" but i know he did the adjustment in the correct order.

So my question here, is it necesary to tore it all apart again to loose the head bolts and use the correct torque? meaning intake, exhaust, power steering and alternator? or just make the loose and torque them the right way?

Also planning to change the crank pulley, it has a little play and think this is what messed it up at the beggining from coming loose. Do you guys use loctite for the bolt?

This is almost a subjective question. To do exactly as you're asking then you just pull off the valve cover and the rocker assembly and you have access to the bolts. However, you seem to question the quality of his work and an interference engine being in time is a big deal. If it were me and I was that worried about it I would take it completely apart and redo it.

      Thanks for the reply.

I question his abilities since he tried to make me believe is not necessary the torque for the head bolts. im really trying to avoid separating the intake and all parts. I think would try to open the valve cover and access the bolts from there. And for sure time it.

I know the best would be to redo everything.

And your mechanic get paid for what he does? OMG.

I think you knew the answer before you asked the question. Yes, tear all apart of what he did and re-do them, correctly.

He got paid less of 1/2 of the total.
In other words he just removed the old head and installed the new/good one, put accessories together and bolt the head his way.

Why don't you report him for his poor work? As a mechanic, you are suppose to get things done right.
