Weird noise under back seat, Possible fuel pump ?

After the car was sitting for two days this weekend i started her up today and could hear some annoying noise coming from the back.
Its almost like a whining or like a static noise, It definitely sounds electrical, I have no stereo what so ever. It it is like directly below where my back seats used to be.
Any Ideas on what the problem could be ?
