    Lights not bright enough

In my 95 accord, headlights and tail lights as well as break lights seem dim not bright enough at all, I've been pulled over because of this already?

The alternator is new, the battery is fully charged,

Do the bulbs need to be replaced all around or is a fuse about to go out? Or weak ground?

You could have a bad ground, I am more likely to believe you have bad or corroded battery terminals. Clean them up with some sand paper, or use a terminal cleaning tool, instant improvement. Before reconnecting I put a dab of dielectric grease on to prevent new corrosion.
