Vtec not working

I know this gets posted alot but would a water tempature sensor cause it to not engage? I've cleaned the solenoid gasket, after i first noticed it wasnt kicking in I checked my oil and was low so I just did an oil change and still nothing...... suggestions?

so i found on another forum this could be the cause the only issue now is the wires snappedon the plug so without looking at it at the moment can i restrip the wires and put it back in the plug
