    Locked up manual seatbelts

I'm doing a 91 auto to 93 manual seatbelt swap got 2 pillars with seatbelts attached but are locked and I can't get loose. I find it hard to believe i got two "bad" seatbelts. Does anyone know how to check them and get them unlocked?! I'm starting to get alittle fustrated!!!!

Brake pedal doesnt lock your seatbelts, it's a weight inside the mechanism lol... Give em some nice yanks and move the car around if possible..
