Automatic seat belt problem

I did a search on auto seat belts and seat belts but did not find what I needed so here goes. 91 EX sedan passenger seat belt works when IT wants to. Most of the time the opening action is delayed. Seems to retract just fine....sometimes does not open at all. Drivers side works great. Any ideas? Thanks!

HONDA REPLACES SEAT BELTS FOR FREE if there broke or defective of all years. might wanna try that out first
