pos auto trans wont downshift

after driving for a while, usually 15 mins or so highway, the trans suddenly decides that it doesnt want to downshift anymore. i mash the gas going about 60 and it stays in top gear. while at a stop i can floor it and it will just shift as if im driving normally, at around 3k rpm. on occation i get a surge at idle, it will bounce between 800 rpm to 1800, back and forth if i keep it in D at a stop. however after it cools down it will drive fine, shifting at over 6k and kicking down to 3rd to pass on the highway. what gives?
