im still kinda lost

i know WHERE all this stuff is, but what do i do to tightne my cable? do i loosen a bolt and the cable loosens and tightening the bolt will tighten the cable? or do i loosen the bolt and pull the cable through and then tighten the bolt? if so, then do i pull the cable towards the passenger side of the car, or the driver's side?
