well for tuning the h i need a chipped p28 right? or can u chip the p13? and on that note i have no clue on who i want to tune it or what i want to tune it with.

You can't tune a P13, at least not with commonly available software (and nobody I know of knows how to do it.) P28 or P72... and find a tuner. Whoever you find to tune it for you will tell you what software they're most confident with.
The other option is to study ECU tuning, and learn how to do it yourself.
