stupid question but have you checked for codes? -
nope well here is the thing he is running a chipped obd1 p28 and i also have an h22 accord and i slaped the chipped p28 on my car and it ran fine but when i run it with the stock p13 it boggs out too so i figuered if he puts a chipped p28 on his car it should run fine but it starts bogging at 2k..... oh and well he is getting a check engine liight but thats because there is no o2 sensor......
i need help big time!

If I had a bogging problem I would probably fix known issues first.. Simple stuff. Like a CEL

Are you just assuming the CEL is due to the O2 sensor - or is there a 2nd code in there as well?

you know idk lol that dam thing gave me so much headaches that it wasnt even funny... the car is still in my house and i need it gone by today! that thing is pissing me off......ahh nothing like swapping an H22 on a cb7

nope. i have a bad egr and knock and i dont bog after 2k. maybe the fuel injectors or regulator. could be distributor too

dude check spark plugs check sparkplug wires for blue not orange spark check ohm resistance on igniter, check knock sensor, check connections, check grounds, check wires, check all hosesc check CEL's if you didn't list all them
check IACV for debris. check timing, check oil, check vtec fluid
Seafoam engine.
