I've had my car act similarly before from the little (-) terminal to inner fender ground wire not being bolted into the chassis. It shouldn't be the ECU because the car would still start and all the chassis/door wiring and lights would still work. If all your grounds are good, I guess there are two places I would look since it seems to be effecting the entire electrical system...the fuse boxes. The one inside the car has an "Integrated Control Unit" and a number of relays. The one under the hood carries the power from the battery and distrubutes it to everything else, as well as having the "electronic load detector" that is part of the alternator/charging system (although a bad one shouldn't cause what is going on with yours).

There are electrical tests for all these things, I wouldn't go out and just start buying every replacement part you can think of. It's better to spend a little time to make sure you're identifying the problem correctly. Electrical stuff is tricky, but your car's symptoms can't have too many causes. A blown fuse, spent relay, a crossed or disconnected wire somewhere. It's got to be a simple, even if unusual problem.

Look at your car's wiring diagrams and follow the connection back from the gauges' battery light wire, power's getting to that from something wrong in it's path.

I'll look if I remember while I've got my haynes manual...

      Good Luck.
